The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Gender Section of the Office of the Secretary General (OSG) supports the efforts of the OSCE Secretary General to promote a continuous and sustainable gender mainstreaming process across the Organization and the full implementation of the 2004 Action Plan for the Promotion of Gender Equality, as well as other gender-related commitments undertaken by the OSCE participating States. It assists and advises the OSCE structures in the implementation of the Action Plan by providing technical assistance for the mainstreaming of gender in all activities, policies, programmes and projects. The WIN project aims to accelerate the implementation of the OSCE 2004 Action Plan by developing sustainable capacity in the area of gender equality and comprehensive security in selected pS in a close coordination and cooperation with OSCE Office for Democratic Institutions and Human Rights (ODIHR) and other Executive Structures. Furthermore, it will contribute to; strengthening networks of women and men supporting gender equality, and empowering women to participate in a number of areas, such as conflict prevention. The Gender Section is looking for a Consultant to map and analyze mentoring programmes, internal and external to the organization, aimed at reinforcing women’s leadership skills and gender equality in the areas of law enforcement, economic participation, water management, police, border security, digital participation, anticorruption and gender-based violence (GBV). The selected Consultant should document lessons learned and good practices and draft the Terms of References (ToRs) for a call to service providers to design new mentoring programmes for the WIN project. The Consultant will work under overall supervision of the Senior Gender Adviser of the Gender Section and the direct guidance of the interim-project manager of the WIN Project and in close consultation with Senior Co-ordination Adviser and Gender Advisers. More specifically, the Consultant will be tasked with the following: Mapping existing mentoring programmes/initiatives, both internal and external of the OSCE, aimed at strengthening women’s leadership skills and fostering gender equality in the areas of law enforcement, economic participation, water management, police, border security, digital participation, anticorruption and gender-based violence (GBV);Interviewing key coordinators/implementers/business owners of the mentoring projects in order to document good practices, including about the design, implementation and evaluation methodologies, as well as the techniques, pairing strategies and performance indicators used;Consulting selected beneficiaries to identify where and how OSCE and external mentoring projects/initiatives made a difference on them and their communities and/or networks;Assessing the types of training and learning materials that were used in the mentoring programmes and how these could be improved;Identifying how the WIN project could add value, fill gaps and opportunities and bring comparative advantage to the OSCE vis-à-vis mentoring programmes from other entities;Documenting good practices and lessons learned from the OSCE experiences, which could be further developed into a publishable story or any other format. Final Report of lessons learned and good practices in OSCE’s and external mentoring programs following consultations with main business owners and beneficiaries. The report should include a list of training and learning resources from existing programmes and propose recommendations for the mentoring programmes for the WIN project.Text/story of a good practice mentoring programme and lessons learned by OSCE executive structures that should be further pursued by the WIN project as its knowledge product.Terms of Reference (ToRs) for a service provider to design and implement the mentoring programme for the WIN project based on good practices and lessons learned documented as part of this assignment. The ToRs should include: format and methodology of the mentoring programmes, key deliverables, a risk assessment and mitigation strategy and an indicative Monitoring an Evaluation results framework.
