The Head of the Human Resources (HR) Department is a leading management position reporting directly to the ChiefOperations Officer (COO). Acting as an interface to other programs, departments, and units, the incumbent is responsiblefor translating the institute’s strategic agenda into human resource practices. Together with the HR team, the Head of HRis responsible for the entire human capital value chain ranging from recruitment and career perspectives to compensationand labor relations. The incumbent has experience leading a team of HR professionals and of working with many different cultures andmentalities. Experience within an international environment is a prerequisite, and within a research environment desirable;experience working in a non-profit environment is an additional asset. Strong strategic capabilities and well-developedinterpersonal skills are a must. You are a natural leader with the ability and motivation to develop organizational change. MAIN DUTIES AND RESPONSIBILITIES Lead the Human Resources (HR) Department and oversee the work of its staff Act as solution provider, advisor, and counselor for the heads of departments and units, program directors,and members of the directorate; first point of contact for all HR related topics Provide professional HR input for strategic decision-making by advising senior management on the humanresource implications of implementing new policies and procedures, and on the interpretation of relevantAustrian labor, social security, and tax laws, and possible associated consequences for IIASA Provide HR leadership and support organizational advancement and change by developing objectives,strategies, plans, and policies on key processes in the organization - to include (but not limited to)performance management, succession planning, recruitment, training and development, employee relations,and compensation and benefits Manage the IIASA insurance packages, including negotiations with private insurance companies Plan and monitor personnel-related budgets, and authorize financial transactions Interact with the Works Council in human resource related matters Offer advice to employees on job-related and personal matters, and on topics concerning Austrian labor,social security, and tax laws Optimize the efficiency of existing processes within the HR department, and implement new ones as needed Prepare for and act as the institute’s advocate in arbitration hearings; provide recommendations for caseresolution and closure Play a key leadership role in driving a substantial cultural transformation Direct the preparation and completion of contract negotiations, grievances, and labor law proceedings Support senior management to ensure compliance with all relevant laws related to HR, institute policies, andapplicable laws - as they relate to the HR function Serve as a point of escalation for payroll, benefits, and other HR systems related issues In line with the team spirit that prevails at IIASA, the incumbent may occasionally work on other tasks assignedby their superiors, that might not be directly related to this appointment but where the post holder has relevantexperience and skills, and/or a shortage of immediate personnel capabilities requires such. QUALIFICATIONS AND REQUIREMENTS University degree in Human ResourcesManagement, Business Administration, Law, orother relevant area Excellent knowledge of Austrian labor and socialsecurity law and regulations At least 10 years of extensive experience in the fieldof human resources management and administration Significant experience leading a team of HRprofessionals engaged in all areas of the humanresource agenda Professional experience in an international (preferablyresearch) environment Demonstrable experience in change management Full fluency in English and German, includingexcellent written and verbal communication skillsand strong presentation skills; strong IT skills Excellent interpersonal and relationship-buildingskills, well-developed leadership qualities, the desireto improve the efficiency of processes, and a handsonmentality Highly organized and able to prioritize effectivelywhile handling multiple tasks and projectssimultaneously The ability to maintain a positive and professionalworking atmosphere with individuals from manydifferent national, cultural, and academicbackgrounds The wish and aptitude to influence and drive change,and build professional capital throughout the institutevia innovative ideas and proactive exchanges A loyal character, reliable, empathetic, and with ahigh level of integrity and confidentiality A high level of self-dependence and a soundstrategic decision-maker. Appointment terms The selected candidate should be available to take upthe position in March 2022, or as soon as possiblethereafter. We offer an initial fixed-term, full-time (40hours per week) employment contract for one year, withthe possibility for extension to an open-ended contractthereafter. Applicants wishing to work part-time hours willalso be considered. Duties will be carried out at the IIASA premises inLaxenburg, near Vienna in Austria (up to 100 days homeoffice working possible). This position is classified as a ''Professional" level post. WE OFFER: A minimum gross full-time (40 hours per week) annualsalary of EUR 78,996.00 which is exempt from incometax in Austria.
